Les politiques publiques affichent un regain d’intérêt pour la relocalisation des productions dans le territoire national, dont celles des filières alimentaires et agricoles. La thèse s’inscrit dans ce cadre et doit contribuer, sur le plan scientifique, aux travaux sur les processus de reterritorialisation des systèmes alimentaires. L’angle choisi est de s’intéresser à la façon dont les acteurs qui animent le projet alimentaire territorial (PAT) du Plateau de Saclay construisent et mettent en œuvre leur programme et comment ils intègrent, ou pourraient intégrer, les besoins en alimentation saine et durable des travailleurs exerçant leur activité sur le territoire. Elle vise à proposer aux animateurs du PAT des supports utiles pour qu’ils puissent appréhender et prendre en compte dans leur accompagnement la façon dont s’opère le « travail de territorialisation » dans les circuits alimentaires qui se réorganisent pour répondre à ces besoins. Pour rendre compte et soutenir la dynamique de construction chemin faisant des fins et des moyens pour mettre en place ce type d’accompagnement, la thèse mobilisera la notion d’enquête sociale telle qu’elle est portée par le courant pragmatiste. Elle étudiera le travail d’accompagnement et d’intermédiation réalisé par les animateurs du PAT ainsi que les outils qu’ils mobilisent pour concevoir et mettre en œuvre leur accompagnement, avec une attention particulière aux outils qui médiatisent l’enquête sociale réalisée. Elle cherchera à préciser avec ces acteurs la façon dont leur accompagnement peut contribuer à construire un « travail de territorialisation » durable au sein des circuits alimentaires qui se réorganisent pour fournir une alimentation saine et durable aux personnes qui travaillent dans le territoire.

Public policies today are increasingly directed towards relocalizing production facilities, including food supply chains, within the national space. This PhD will contribute, at scientific level, to the study of territorialization processes of food systems in this context. The focus will be on the ways in which the actors who support the Plateau de Saclay food territorialized project (PAT) design and implement it. The research will also look at how they take into account, or could take into account, the needs of collective procurement for workers employed by businesses located in the territory. The intention is to provide the PAT facilitators with useful tools enabling them to understand and take into account the “territorialization work” which is carried out to reorganize food chains in order to meet these procurement needs. To account for and support the step-by-step design process of ends and means during this facilitation process, the notion of social inquiry as developed in the pragmatist framework will be employed. The thesis will analyze the intermediation work performed by the PAT facilitators, as well as the tools they used to design and implement their facilitation process. Specific attention will be paid to the tools which mediate the social inquiry. It will contribute to defining, with the facilitators, the extent to which they contribute to building “sustainable territorialization work” within the food chains that are reoriented towards more sustainable food procurement for the workplace.
